Yep . . . . no voltage ( high millivolts) across R4 until FET gate receives drive pulses . . . and just for those short durations .
Back to you after I solve the double dot dithering problem on an APQ117 stealth radar . . . .

I am trying to understand how this works.

Does a signal/voltage from pin 5 (Drv) on the NCP1271A go through the 2 transistors A6W and 2F and then go to the Gate of the 04N60C3?
I am reading 21mV DC on pin 5 (Drv) Do I need a higher voltage here?

Been checking the complimentary (A6W & 2F) pair of transistors in situ
These are smd transistors in which I have assumed a pinout as follows:

b e Please tell me if this is wrong in which case all below is rubbish

2F transistor
Red probe on base:
b - c 1900
b - e 1950
Black probe on base:
b - c 600
b - e 600

A6W transistor:
Red probe on base:
b - c 600
b - e OL
Black probe on base:
b - c 750
b - e OL

o_O A6W fubar?

St Edd, I hope you have kicked the radar till the double dithering is a frightened whimper:)
