Why 12MHz?

You are basically asking for an RF oscillator - many circuits exist and are easily Googled.

Are you aware that at 120 V / 2 A you will generate heavy electromagnetic noise? What's the purpose of this oscillator? Is the purpose in line with the applicable regulations concerning short wave radio?
