reversed variac

I am hoping something like a reversed variac exists. In where there is a variable 3 phase input (high voltage wind turbine 3 phase generator varying from 0 to +400 volts) and the output is always 48 volts. only the amperage output varies depending on the voltage input.

Does anyone know of something like this or know of resources on how to DIY it?
 
hahah that would be stating the obvious ;) anyway let me put it like this then. from 10 to 400V input. output is always 48V.

I just realized btw I could also place a full bridge rectifier between the generator and some kind of DC to DC converter. then the DC voltage input will be variable but the output should always be 48V.
Is something like that possible?
 
?? what gave you that idea? I am building a 3 phase alternator/generator that hopefully can output 400V or more while spinning at 60 rpm.

My battery bank however is 48V. So when the voltage from the alternator is lower than 48V the unit I am asking about should step up convert it to 48V but decrease the amperage. If the voltage from the alternator is higher than 48V it should step down convert it but up the amperage.

Not sure how you got the free energy mental image ;)
 
Within limits, you could use a buck-boost switching regulator to give a constant output voltage from a variable input voltage.
The power out will always be somewhat less than the power in, of course.
