I see no functional issue with your via placements.
As for the plane connect, the relief connect is generally a good idea for all hand soldered boards. Otherwise it becomes very difficult to work with because you have a lot more thermal mass. The exception would be RF boards where solid grounding can be the difference maker in meeting spec.
