Firstly, thank you wery much for your answer.
Secondly, you are true. I checked D202 and it is ok. I made test with it and the board works after swapping L209 and L202. But as a diode 1N5822 costs not so much money I'll change it by the way.

I get 0.14 v across that Diode. Replaced it, get the same thing. I have the correct 12v power adapter with negative tip and positive ring. Any suggestions?
