I assume you already have the Installation and programming manuals, and have already programmed data fields *94 and *95 for downloading? As far as I can remember, that's the only thing needed to accept a downloader dial-in. Mention what you've already done when you first post: It saves time.
EDIT: I suspect the Fios phone service might be the problem: Alarm panels are designed to "listen" for a POTS line.
