The 18650 is not a battery, it is a lithium cell that when using multiple wired in a pack become a battery. A lithium battery is usually protected; has circuitry that prevents mishaps and abuse in charging and discharging. When such circuitry is implemented, cells do not need to be individually protected also.
Individual cells that do not work as part of a battery pack can be of the protected type. There is both types of 18650 cells. High drain is achieved by connecting several cells in series/parallel.

Manufacturers of tools with user-replaceable individual cells, could go either way, placing the burden on the owner to use a protected cell, or building in a protection circuit into the tool.
Tools that don't have user-replaceable individual cells, instead integrated into a battery housing, generally use unprotected cells, but with a BMS circuit in series that provides for overdischarge protection, overcharge protection, balance charging, and often thermal protection.

When you call a vacuum cleaner a Hoover you use a brand name as a generic name for a class of devices. Same goes for e.g. Kleenex and others.
But a cell and a battery are technically different. A battery is made of 2 or more cells.
But a discussion will not lead anywhere (other than filling up the disks on the server). Colloquially "battery" is used for both. Plus I doubt that one could make the average user make aware of the subtle difference. Both supply DC power.
