Need to find Capacitor value

I found a capacitor in a chroma section of TV. It is shown in the following picture. The capacitor is like a 1/4 W resistor. It's Color code is Brown, Black, Orange, Blue, Blue. I want to know the capacitor value is 10nF or 66nF.

As 66nF is not a standard E-series value, I strongly suspect this to be a 10nF capacitor - although it definitely looks more like a resistor.

put a multimeter across it in ohms ranges and see if it measures any resistance
