Electron emittance from a cathode is highly temperature dependent, so when you go below a certain filament voltage you just won't get a useful electron flow (and output).
I don't know all about magnetron characteristics but I have the impression they are more or less all-or-nothing devices when it comes to filament heating. I once fixed a non-working microwave by just tightening a slightly loose filament connection.
