Have a charger fault on panel. Panel sees when butts are missing. Both butts load tested o.k. drop a.c. power and battle hold up. D.c. voltage coming from rear board is 39vdc with no load and 34vdc with load. What else could it be. Everything else works fine, except for this trouble. And I have not been able to get a hold of firelite.

Did it come with a manual with a troubleshooting section?
My first guess is that there's a problem with the charger (or batteries going bad), detected, and this is your early warning that the specified voltage just dropped below spec (and will probably go lower from now on).
That's my uninformed first guess. If you are, or have a technician. Get in there and read the charger voltages.
Maybe they can be adjusted, maybe a component is going bad.
