How might I design a circuit with lights indicating the number of
complaints of abuse about, for example, off-topic usenet posts on the
subject of "It is all over for teh US, Osama has won? The pitfalls of
the US SS (Homeland security)"?

Can anyone refine my estimate of the number of lights which would be
illuminated given my example? I estimate one so far, but I suspect the
phenomenon may be larger than the data (datum!) I have may suggest.

The new AMD Opteron looks promising, in conjuction with a few 20 million
gate FPGAs controlling a large matrix of flat panel displays, where each
pixel is a "light".

Really? Sounds more like system analysis than electronic design.

But anyway, Hamster Playground is a news server you can run on your
home computer under winders - maybe Linux, too, but with Linux,
there's so many more alternatives. It has a powerful scripting
language that will call APIs so I think you can call any dll or
program you write. It supports regular expression matching, so
there's your trigger.

So you log the OT posts in a file or they can be sent to a local
news group you set up internally, like jackass.posts.misc. You could
assign the proper header info so all your log info stays in one
thread or one thread per OT topic.

Now you know how to get yer own data (have a google if you want an
immediate estimate.) Later you can trigger lights or whatever.
Perhaps you could trace the post to the source and just nuke the
poster. That would save energy in the long run because eventually
there'd be no more lights.
