creating my own wall charger 5v

that link to the instructable seems superfluous then.

Assuming the charger is a usb charger then there is nothing technically preventing you from chopping off the plug and replacing it with a USB socket. Just write it up circuit.

if done correctly there should be no risk.
 
I mean I wabt one end plugged in my phone n the other in the wall. So basically make my own wall charger. Which circuit do I need to create. Ans what do I need to buy. I have a cable which is cut and the only end I wish to use is the one whivh goes in the phone. The other end is wires. I cant jus tie that to a socket n plug it in . It'll blow. What do I need to create

you need to buy a USB charger and the appropriate cable.

you can't build them for the price they sell for.

yup, what Steve said,
and going by your posts so far, you don't have the electronics experience to experiment with mains voltages in a safe way

for you own and the other's safety, get experience with battery powered projects before you start playing with mains power :)
