x 10 vanguard cctv camera @ninja pan/tilt drive

having problems with units,cant seem to get any help from x10 people.
problem on the vanguard camera i trace the signal from the controller to the reciever in the
camera base with a oscope to pin 23 on the 28 pin ic chip.the signal appears ok on pan/tilt/zoom and iris.
i cant locate what type this 28 pin chip is.anyone help on this

it would help if we knew what was written on the the chip that you are referring to

thank you for your response.
e mail got messed up and put question under data sheets.
i rewrote it to go under electronic repair.
the four servo/stepper motors ,pan/tilt,focus and iris do not operate.
the camera video is ok.
i get a scope signal on pin 23 of the 28 pin chip which indicates that the controller,transmitter,and reciever are working ok.i think the chip is shot.i
cant find any info on the internet.
again the chip is numbered 10252 0617h dws6401 28 pin.
also i have an 18 pin chip in the ninja unit number 10219 0409w bp4202 ,i cant find.
i have some harbor freight post lamps with chips i cant identify.
it cost me 40 dollars for a replacement assembly instead of 50 cents for the chips.
i think these prople mismark the parts.
