Looks a bit like an old self contained game monitor and joystick.
Bit like say a Commodore64.

I don't know the name of the website, but I've heard there is one out there with a title like 'What is this?'
You might Google it to try to find it.
I'm told you post a picture of some device you can't identify, and people there tell you if they know, or can find out,
what it is.

If you're still interested in finding out.....Take more pictures of back, sides and the joypad.
Make sure all writing, logos and any labels on the backs are clear and readable.
Also any input/output connections be clear and hopefully identifiable.
Your picture doesn't tell us much. Not even the writing on the joypad can be seen.

Doubt it's a car programmer. Why the joypad?.
More likely to be an old portable gamer or an early cctv tester with tilt and pan..
