What is the best way to learn PIC and PLCs

Hollo good friends
I want to laern how to use PICs and PLCs but don't know
where to
to start from or where to obtain learning materials.Do I have to
learn how to write programs or what they call source codes? What
special materials/instrument will I need toget started? I'm quite good
with traditional electronics.
There is a book @ Amazon by McGraw-Hill book company entitled
"Microprocessoer- Principles and Application" Can it be of help to me
now or later?
