You can't imply much from the voltage readings. The problem is yo
don't
know what the phase angles are. I'd measure the currents going to th
motor
and through the capacitor.

got the washer going.took the switch apart and sanded all the point

A diamond nail file from the dollar store works well. Don't use emery.
