it has a capacitor start and a high and low speed,it seems to not hav
that extra boost on start up.i am trying to get my scanner going t
post the diagram.what should the output reading be from the capacito
to motor because i am getting just 120volt should it be more? thank

You can't imply much from the voltage readings. The problem is you don't
know what the phase angles are. I'd measure the currents going to the motor
and through the capacitor.

That won't tell you anything, you need a different phase to the starting
winding to get the motor going and you can't measure phase difference with a
multimeter. Check the timer mechanism for burned contacts, and check the
starting switch on the motor, messing with the capacitor you're just wasting
your time.
