Voltage Stabilizer

Hi guys a newbie here, The picture here is of an ancient voltage regulator for a refrigerator. It has been lying around in the garage for a while now. Wanted to know about its workings and if there is any way that I can reuse it for the same purpose with new parts. The transformer seams to be fine but I have no idea about the circuit board and the relay switches. So any information would be helpful.

Do you have a refrigerator that goes along with these parts?
If not, I doubt that you will invest your time well, if you try to use those parts for something new. The transformer and maybe the relays might still be useful.
You could take that PCB, polish it and frame it. Those things are slowly getting antique.
I know a man who collects really old computers and is about making his own private computer museum! He even shipped over some old tube computer stuff from America to Europe (cost a fortune)!
 
Hi thanks for the info. Unfortunately I don't have the old refrigerator anymore{RIP} and although I don't know anything about the circuit board cause no specs are available for the IC chip, I still wanna make some use of the good ol' transformer; sadly I don't have much knowledge about wiring them; it would be awesome if you could point me in the right direction, Oh and BTW thanks for the idea about framing the PCB. Will do that:D
 
What are those small black top components? It looks like transistor. Never seen that here in Philippines.:D
