Sylvania vcr Problem

Need help in trying to see whats the problem with it. The picture is all snowy
and even when its the tv picture it is still snowy I have cleaned the heads on
the vcr already and it is still snowy. AAARRRRGGGGHHHHH!!!!!!!

A couple of things come to mind, bad cable from the VCR to the TV, a bad
tuner\ rf-modulator. If it's the later, it's time to replace the VCR.
