Even if these panels can actually generate 20% efficiency they can never
produce enough energy to warrant the drag added to a vehicle.
Universities around the world have been competing with solar vehicles for
decades and even with huge wings and wheel covers covered in PV panels, with
their 18" high low resistance models, the success is not good enough for
actual usage in the commercial market.
Without doing some hypothetical calculations I still suspect a few days
charge wouldn't get you more than a few km as published by major electric
car manufacturers, in the past.

I think it's more than just efficiency requirement. I just doubt
practical solar car is a system engineering too sophisticated for a
student of 19.
As to efficiency, normal c-Si panels in the market now are beyond 14.5%,
and the highest is Sunpower's 20% series.
