Samsung tablet not charging battery ? please help ?

I have samsung tablet which is not charging battery right now, its battery is 3.8V but when i check with voltmeter battery only showing me 2.74Volt. when i check on battery connectors on motherboard with power cord inserted , reading varying from 3.9V to 0.98V on battery connectors on motherboard ( is it normal) ? any help will be appreciated.

From what I understand from your post, if I'm reading it correctly; I would check the battery charging output connector to ensure that the charger is actually outputting the correct voltage and is not defective.
