Samsung DSB-B560N DVB receiver

Hello,

I'm trying to repair a DVB receiver (decoder) SAMSUNG DSB-B560N.

I'm not the owner of it, I've got it for repair from an acquaintance.

The complaint is: it doesn't work, it just turns on all of the LEDs at once and doesn't react to any buttons.

Startup sequence: when I plug it in and turn on the mains switch, the RED power LED turns on. After ~5 seconds all of the other three LEDs turn on. The receiver doesnt react to any buttons being pressed. The soft start (standby) button doesn't turn green whether I just click on it or hold it for several seconds.

I've opened the case and checked the voltages after the transformer and rectifier diodes. Here they are:
Label on the board - actual voltage reading
17V - 17,59V
24V - 26,30V

3V - 2,251V (drops to ~2.0V during 5sec. at startup)
6,5V - 6,26V
14V - 13,57V
3V3 - 3,398V


I have also measured input/output voltages of the voltage regulators on the board:
IC: in / out
KIA78R05PI: 6,23V / 4,93V
KIA78R12PI: 13,56V / 11,95V
KIA78R018F: 2,207V / 1,775V


I have checked for hot components. The main OMEGA STi5517QUB controller seems to run warm (~40C measured with a multimeter thermocouple).

Could you help me find the cause of the problem? I've attached the photos of the component side and the underside of the board. It seems like the OMEGA uC was running warm since the board is a bit browned at that spot, but I guess it could be OK for this board because the uC doesn't have any heatsink attached to it.

Have you got a manual on it?
There may be some kind of reset that must be performed. You usually need passwords and/or pin codes to select channels.
I'm wondering if having moved it from the owner to your place, something needs to be reset before it will operate.
It's a long-shot, but I'd check the manual to see if something needs to be done prior to activation after moving it.
I'm wondering if your lighted display is an indication mentioned in the manual, to indicate some kind of operator lock-out.
