Resistor Tolerance per Code

I'm trying to use a digital potentiometer for an oscillator circuit, and so it needs to be fairly precise. I'm going through the datasheet for the AD5274, and I'm having difficulty interpreting the information on resistor tolerances. I'll be using a supply voltage of 3.3V. Table 5 on page 6 has information on "resistor tolerance per code", but does this mean resistor tolerance per step? So 1% tolerance for each of 1024 steps? Or does it mean tolerance for the entire value?

So if I choose step 512 of the digipot out of 1024, would it be +/- 1% tolerance or 1% tolerance for each of the 512 steps? How does the digipot behave at low resistance values? It looks like codes below 0x0A don't even have a listed tolerance. What does this mean? Thanks! I've attached and linked the datasheet.
