Query on online UPS supply

Dear All,
Please help me to figure out that i am having a equipment of 400VA specification.
i am driving it by 1KVA online UPS although it is not working.
i checked power supply inputs are 100-240V~7-3A 50-60Hz.

These specs are more like 700 VA (100 V * 7 A or 240 V * 3 A).
Does the equipment work when connected directly to mains without the UPS?

Yes it is working fine with mains.

Does other equipment work on this UPS? If not, the problem seems to be the UPS.

Other equipment are working fine. Only this equipment is a special case. I want to know the reason behind it.

Any chance that the LOAD to the UPS supply is being an inductive motor load?
IN WHICH CASE . . . . . if you use AC line powering WITHOUT any MONITORING . . . you might actually be using 5X or more power upon initial power up and then tapering down after coming up to speed.
You would then not even detect it with AC line power . . . pending possibly there being a light on the same line and its resultant slight / short time dimming clue.
Meanwhile the use of the UPS, results in a " I CAN"T handle this" on powerup, and no spin up action.
