Any chance that the LOAD to the UPS supply is being an inductive motor load?
IN WHICH CASE . . . . . if you use AC line powering WITHOUT any MONITORING . . . you might actually be using 5X or more power upon initial power up and then tapering down after coming up to speed.
You would then not even detect it with AC line power . . . pending possibly there being a light on the same line and its resultant slight / short time dimming clue.
Meanwhile the use of the UPS, results in a " I CAN"T handle this" on powerup, and no spin up action.
