phillips tx28 tv fault help!!!

hi there
I have Phillips TX28MK1 28" TV
" I know what your thinking its a load of crap"
but iam afraid its the only one I have. or had I should say.

Anyway its developed a fault
on switching on it tries to fire up
then instantly turns off again
you some times can see the picture
for a milli-second while using the remote
to turn it on, it flashes white when switching off again
and there is static on the screen.
short audio click in speaker on turn on and turn off .

up until this fault all was working fine .
I wonder if anyone has any ideas as to what this might be?
is this a common fault and easy repaired .

I have no problems using a soldering iron
and or identifying and ordering components .
and I know all about safety, I already have
a number of years experience .

Sorry I made a mistake
My television is made by Pansasonic
Not Phillips as stated below
I had phillips on the brain after trying to find info on the Net.

Check IC451 (LA7845) in the vertical output stage for bad solder
joints.
