pdf to cadsoft eagle layer

i have a pcb trackside layout as a pdf file

i want to mod it

is it possible to convert this pdf file into a cadsoft eagle layer

i am sure someone must ve done this because - i am sure - no
self-respecting hobbyist ever uses anything as is where is

may be like harley - u just customize it
