While I never put it on the air, I did experiment with a wideband FM
transmitter coupled to an AVR chip generating a long fast PN sequence.
Worked pretty much as you'd expect.
Broadband jammers do take a lot of power to be effective.
Everything's permissable, as long as you don't radiate. :)

There is this schematic of a tracking transmitter at Antoon's website at
UOguelph. It puts out a pulse of RF every second or three. What you do
is change the capacitor in the pulse gen so that it puts out pulses at
high audio freqs. If the pulses are sharp, it will be heard over many
channels of the band.

Another jammer is a buzzer with a dipole antenna of two wires a few feet
long. But this jammer makes noise and is easily discovered.

Maybe just needs to get a good set of noise cancling headphones for his
boombox, then blast it to the max. Ringing in the ears will then cancle all
the reception out.

I believe a Spark Gap Generator short distance would work quite well...

There are plenty of plans to build one and they are not agaist the law to make as a science hobbist project...

I think working it out with the neighbor would be a better aproach before you go Hatfields and Mcoys thinking...
