can anyone advise where i can get a circuit diagram for this unit or
alternatively explain why gives a constant low output choose what ever
settings its on i.e. max or min gives the exact same output. changing the
main charging capacitor has made no difference.

Bad light sensor?

the sensor is a photo diode and seems to check out ok. there is still no
change if this is open or short circuited
