Modifying a USB webcam to except a baseband video signal

Has anyone modified or think it possible to use a USB webcam and
modify it so as to input a baseband composite video signal straight
into it via a cable instead the camera part? Basically it would be a
composite video signal convertor to USB input to a pc.

Two different animals. VGA digital and NTSC or PAL analog standards

There are PCI boards for the purpose. You need to search for them.
They sell a TV tuner that is roughly the size of a USB flash drive for
~$30 that will turn the computer into a TV and also video monitor
(what you want). Lots of PCI cards on the market too with all sorts
of added features for very low cost.

The sensor in a WebCam type of device has a serial interface (SPI)

That serial interface is sent to the PC via its driver to make an mpeg file.
