Video plays back with choppy, jerky motion with picture "shearing".
Repair service diagnosed dirty heads but they were cleaned and problem
persists -- even when recording and playing back brand new tape.

Who cleaned the heads and did you pay for a faulty diagnosis? Possible
causes? Many. Voice coil, servo, tape tension/path problems, faulty
head(s) to name a few.
