Is it safe to disable the chip every 10mins just to read the battery voltage.
It is safe, yes, but not economical. The
datasheet I found is unspecific as to the charging algorithm, but the charge cycle diagram implies a pre-charge time of approx. 8 min - 10 min before charge with constant current starts. Therefore interrupting the charge cycle every 10 minutes will leave very little time for charging as most of the time is spent in the pre-charge cycle.
You'd have to make the interval much longer, e.g. at least every 30 minutes.
Why do you want to measure the battery voltage at all? The TPS4056 has a built-in constant voltage limit of 4.2 V and has two charge state output pins which you can evaluate to indicate charge status.
