Also hollow steel spheres are used for a low penetration home protection load in shotguns...
OK, I see I need to clarify my statements regarding steel projectiles.
First up is steel bird shot. Yes, the EPA forced it on us and bird hunters hate it. It doesn't have the ballistics of lead shot and manufacturers were forced to try all kinds of shot cup and coating tricks to protect shotgun barrels from the damage that steel shot will inflict and it's not trivial.
Second on the list is armor piercing ammo, which is fired from rifled barrels, which experienced chamber pressures much greater than shotguns. Whether it's steel or depleted uranium they are
jacketed, usually in copper to protect the barrel. The barrel would be destroyed in short order with a steel on steel scenario. Only the core is hard.
