How to make ID popup on screen when scanning QR Code

How do I make an ID pop up on screen when I scan a QR code?
Currently our office IDs have QR codes that have our names and ID number coded.

I am in an office that is EXTREMELY hostile towards going paperless and they are putting the burden on me to make all the paperless systems that I want to establish work since none of them wants it.

If you are the only person that wants to go paperless, the burden should be on you to implement changes.

I have never played with QR codes but it seems javascript can generate popups.
I found this quite interesting.

Found a topic on stack overflow showing me that I can open an image via VBA.

I guess that will work as making an ID pic popup after scanning a QR.
