a) possibly within 3C - you will need to check if equivalent measurements with same material and meter have been made.
b) depends on the thermal mating characteristic between the sensor and the job, and the issue of thermal mass of the sensor and time of contact. If you can get a good physical contact, and have a small mass (ie. pretty much just the thermocouple itself) then the contact time could be in the seconds for accuracy of 3C - eg. a meter probe. It's probably best if you don't change the clamp to be thermally conductive.
