How to design a 30V DC to 200-300V DC (adjustable) inverter ??

The late Jim Williams in action, complete with photographic 'scope screen shots.

He is addressing what looks like exactly your application, with many different variations on how to get a small current at hundreds of volts, with low noise.

Note that any inverter, and particularly one with switched-mode elements, will benefit from careful design of its layout and construction, to keep noise out of the output.

Williams' AN does not address noise induced on the DC input. This might be of concern; more filtering should take care of this, if it is a problem.

1:10 boost will draw 10x the current on the 30V Side - also at 1:10 duty cycle the IGBT/MOSFET will be driving pretty hard - you may actually want to do this in 2 steps.

30V to 150V - constant, then 150: 188-230 adjustable. Granted this will limit the supply to ONLY 150VDC and above/

I have read this thread and I want to do something similar but for use in a car to charge an electric car battery. I have a set of battery cells that can put out 48v DC(100Amp) and I need to convert that into variable 240V DC 20amp output.
The output circuit of the converter needs to detect the voltage of the car battery, which fluctuates between 190V and 250V. The converter output then needs to adjust itself to stay 5V above the electric car battery within 50-100msec. The dimensions of the converter should be around 50x 25x10cm. I know little about electronics but I know man who can build it. For a vehicle EMI noise is an issue.
