Figure 12 shows the same lamp operated from a common triac dimmer at full
setting.

You're not supposed to run standard CFLs from triac dimmers so the point is
moot.

Cutting production cost, allowing cheaper rectifiers and fitting into
smaller space also come from that one design choice. Th funny thing
is that brand to brand, there seems to be a large variation. I've
seen 2uF and 10uF.

That is a large variation. Probably due to ripple current capability.

I made mentioned the fact since there are TWO scope pics OF MINE
presented next to each other so that folk did not confuse them.

But YOU did it anyway.

And the pic of the CFL being used correctly shows a conduction period of several
ms. Shame you didn't state the timebase. Looks like ~ 2.5 ms / div though on the
upper trace, giving an estimated conduction period of ~ 3.5 ms.
