Helping me get started

I was wondering if someone could help me get started on something? I want to build a braking system that activates when it goes out of range of a sensor. i.e braking system attached to a 4 wheeled device. Transmitter, sensor, receiver, whatever, attached to wearers ankle. When 4 wheeled device reaches X amount of feet away from the wearer, the braking system activates. Thanks, I appreciate any help.

Can you tell us a bit more about the project? What is the 4 wheeled device you are controlling, if human safety or vehicle control is involved this thread might not get answered.

I should have specified. It will be attached to a skateboard.

Firstly buy a "luggage Alert"

and take the output to a brake.
