Help with car stereo

Hi all,
I just bought a peugeot 3008 that have an issue with the stereo head unit. As per this photo http://pho.to/AMEsa, the part marked in green does not light up and none of the buttons work, but the display above works OK and I can use perfeclty the radio and CD from steering wheel controls.
Can it be a fuse or I need to replace the whole radio?

Is it possible the guy you bought this from deliberately disabled the faceplate controls, so that it can only
be operated from the steering wheel controls?
Is there a switch or setting that disables or enables activation of the faceplate controls?
I'd check that out before I started digging into possible electronic failure.
Maybe somebody doesn't want their wife or kids reaching over and changing channels on him.
