See the IR area, I need your help how to make schematic for Data in and Data out by the IR but need to be same of TV/VCR/SETBOX's remotes waveform will be great. THANK YOU THANK YOU!

I am not sure that we should use PIC chip easier? I never make PIC before but I can learn.

The data waveform will only be the same if you are transmitting exctly the same information as the TV etc expects to receive. That varies with brand and device.
Why do you wish to build something to transmit proprietary signals? Have you lost the remote?
BTW, the LEDs should have current-limiting resistors or the 74138 may be damaged.

I like to see the leds looks the same when leds moving.

but I liked IR-DX8 more Data in and out and built in IR waveform.
