Help on Optocoupler Gate Drive

Hi,
I need help on the Avago HCLP-316J optocoupler Gate Drive.
Connect my circuit based on the datasheet recommended application circuit. But i did not connect any IGBT in first and without the Ddesat (100ohm and diode) at the Ddesat pin.
I want to see the Vout (VGE) have a output signal of +15V and -5V which frequency follow my Vin+ frequency.
Now the problem is the Vout output signal is +15V to -5V, frequency following the Vin+ frequency but not the duty cycle. The high side duty cycle always remain at 500ns.
What's wrong at this circuit?

I don't have direct experience with this driver chip - but a quick scan of the datasheet shows that there is some fairly sophisticated internal monitoring circuitry looking at the IGBT load for faults - and changing drive, based on results of that monitoring. It would be unreasonable to expect "normal" operation of the chip, with open-circuited outputs.
