Have you replaced this, or is this your working hypothesis based on similarities of symptoms with another (presumably fixed) unit?
If it is the latter then I guess the next step is to find out whether this 8716UB is available, and at what price.
Depending on the nature of the fault and its cause (I realise you have said you don't know what happened to the unit) it may be very worthwhile looking closely at the board and components around this device to check visually for other faults, but also to try to determine if there are other components which could be tested or replaced. I would be looking at parts used for protection, like diodes, MOVs, etc.
