frequency generator and phase detector

I want to build a circuit which generates a frequency from 1Hz to 20 MHz.
After generating the frequency, i m passing it thru a material and the material changes the phase of the incomming wave. I want to get the phase difference of the input wave and output wave (got from the material).
Is there any ic which has frequency generator and phase detector?

That's an extremely wide range of frequencies.

What sort of output do you require? Does it have to be a sine wave, or will a square wave be ok? What output voltage? What output impedance? What is this external substance and how will the signal be detected?

output:
the reading of phase diff should be displayed.
It has to be a sinewave.
voltage (input) 5V normal.
substance is a sensor.
i m also thinking about how to detect the signal.
