Fluke/Philips PM2813 programmable power supply unit

Is there anyone here who is familiar with it? I got one recently, it
boots up and then says FAIL during boot sequence. Seems to respond to
buttons, though, so I am hoping that there may be some frequent quick
fix. Thanks.
