Flasher help

A BNSF railroad worker who stays at a hotel I once worked at gave me one of these.
I'me trying to work out that diagram, I get that 1, 2 & S are lights with C being the common ground, maybe probably. To the left of those is L & N for AC, then we have a transformer with primary and secondary L & N's...... but how would I connect all that? If I'm already giving it 110AC on front, why am I converting more 110AC into 12VDC and what am I supposed to power with that? The lights? then why....... Also, This thing outputs 12V 10A, what lights run on 12V 10A?

I'd just like to connect it up for no other reason than I must. Much obliged.

The 12v Red and Black are for a photocontroller to charge a battery.
L and N are the mains input voltage.
0 and 0 120vac.. Not sure what for.(obviously T1).
1 & 2 are light flasher circuit.
S is light constant on.
S1 is a mercury tilt switch when arm is lowered.
