This message has been crosspost across various disciplines in an effort
to solicit perspectives and gather existing information that lends to an
understanding of costs, economic projections, social projections, and
criticisms of any nature tendered.

The crux of the idea is to seed development of alternative energy by
ensuring resources are available to influence legislative changes that
would see electric utilities be required to purchase power from private
individuals. Any resulting 'overflow' would be converted into hydrogen
for later or peak period requirements. This would enable a 'cellular'
configuration of utility resources, increase security and perhaps have
an impact on the future impact of EMF in westernized and developing
countries. Another result may be the reduction in price of renewable
source generation technologies and lower electricity pricing.

Compare this to the cost and efficiency of pumped storage and you will
see what a bad idea it is.
