My version of the ESR meter. Made in the form of tweezers. I applied components from the best manufacturers. As a result, I got a stable in-circuit operation in the range of 0,001-0.01 Ohms.
Polymer capacitor 150uF.
ESR-0,004 Ohm.

I built one of these in a kit form, about $5.00 and $3.50 freight, and it is very versatile and accurate. Where you plug the components in for testing is chinsy, but the other parts have good tolerances. It has a self test function when you power it up.

Can you measure a 0.1 Ohm resistor?

I will give it a try as I have not measured resistance that low as yet.
