Device just working like Bluetooth

I wanna design a wireless device through which a user can know how many people's cellphones are working in 100 m range.

The device i wanna design is just like a bluetooth device through which we can know how many mobile phones are working in a specified range of area with there mobile or cellphone numbers and there operators.

Please give me the help how can i start my working on this project.

dunno what your background knowledge in electronics is but this is not an easy ask, it would be a serious undertaking with some pretty hi tech electronics
