DC Voltage Reduction

Hi,
I bought the circuit which converts AC 220V to DC 5V, Initially, it was providing 5V then after output becomes DC 10V due to this my circuit is not functioning. how to get constant DC 5V from the same circuit.?

Junk. The one you have is defunct and probably not worth trying to repair it.
Buy a new one.

If you connect directly to the 12v battery the circuit will draw current from the battery even if the light is off,even if a diode is in series.This will drain the battery down.If the 12v is only available when the camcoder is switched on that will be OK
