Both, but at high frequency (RF, GHz) AC, the surface atoms conduct more
than the core.

In practice, its only a few atoms deep on the surface.
basically, its all through it how ever, its a canceling balance
that takes place in the core. Charge is moved along the outside
and only a few atoms deep.
You may have seen copper clad type of conductor? it's steel core
with copper on the out side. Also, You may have seen copper pipes
being used as conductors .. You do have the thermos activity which
having a solid core helps.
