Comprehending circuit to be able to create

This is supposed to be a 3phase sensorless dc motor controller I think I was able to figure out what what a good chunk of the pieces was

Just a FULL fistful of resistors and capacitors, the motor, 6 power FET's and a switch.

The only things that I see that are omitted are the pins 22-23-24 resistors 1-2-3 in the FB circuitry.
Use the Data sheet page 9 to learn the procedure for computing their values .

So it needs resistors connected to 22-23-24 that I need to figure out there resistance? For the capacitors and other parts what's for example a c9 100nf I get the 100 nano ferret but voltage isn't mentioned and I know that's important for functionality

That is correct, 670 ohms is being a baseline high value before making any more / final analytical computations.

Go to top left corner and see the input filter cap and its bypass . . . C2 330 ufd @ 100VDC and C1 100nf @ 100VDC . . . .
that establishes a 100 vdc value as a safe choice for other caps used in the unit.
Unless . . .for example . . . . in the case of C3, C14 and C13 which are being on a 12V supply line, so a lower 16-20 VDC rating would suffice for them.
